ROHAN BLOOD WARS 2009
I. Overview
The Blood War Regional is one the two portals to win the Rohan Blood Wars 2009 at the grandest stage of Philippine online gaming: Level Up! Live 2009. This tournament spans 8 areas throughout the country and will give aspiring guilds the chance to claim the title of Rohan’s first ever Blood Wars champion.
The Regional Grand Champion will go to LU! LIVE 2009 to face the winner of the second arm of Blood Wars, the Township Battle scoring representative.
II.Eligibility/Tournament Basics
- Must be a Rohan Philippines player and a member of a specific team
- Participating teams should have a maximum of 8 members
- The GM team will accept a maximum of 8 TEAMS during a tournament leg
- Interested teams could join by submitting their line up tp krieger@levelupgames.ph. You may download the registration form here.
- Team members must be on the same server
- Teams and members should be part of the same guild
- Participating teams must come up with a unique team name to identify them
- Team members may be endorsed by a guild and adopt the guild’s name as their team name, but it is not a requirement
- All pre-registered teams are required to pay Php 100/head (Php 1000/team) as registration
- All pre-registered teams are required to be at the tournament venue on or before 10:00AM
- Registration is on a first come first serve basis.
Level Up! Employees and their relatives up to the 2nd degree of affinity and consanguinity are disqualified from joining any stage of Rohan Blood Wars including the Grand Finals.

IV.MATCH RULES – REGIONALS
1. How to Join:
A.Tournament Line-up rules
- Teams must send their line-up at krieger@levelupgames.ph. You may download the registration form here.
- Tournament committee will only accept 8 teams.
- Only one class/job is allowed per team.
- Registered team line-ups are required to follow the one class/job restriction when forming teams. This is because the registered members of winning teams will be automatically qualified in the Online semi-finals after the Regionals.
- Qualified and Registered team members are allowed to choose a different character from the one that they registered only during the regional tournament.
Example: TeamONE has three members upon registration: A Templar, Guardian, and a Dragon Sage. These characters are ones that these members actually have in their accounts. Upon joining the Regional Blood Wars in Area2, They decide that since the tournament will be using pre-generated accounts, they will use a different line up: A Priest, Avenger, and a Defender. After the Regional tournament, TeamONE has been declared the Area2 champion. TeamONE will be using their OWN accounts upon competing in the Regional Semi-Finals so their line-up will be their original and REGISTERED characters: A Templar, Guardian, and a Dragon Sage.
- Characters, teams and/or pilots may join as many Regionals as they can as long they are their team has not been declared a regional champion
- A regional champion team cannot join another Regional Tournament even on a different name.
- A regional champion’s GUILD cannot join another Regional Tournament
- Characters/Team members of a declared regional champion team should not be included in any other teams.
- A character may only be part of one team per region
- Characters who have joined and lost a regional tournament may participate in other regional tournaments (not including the region in which they have already lost)
- Characters that choose to participate in other regional tournaments after losing may form a different team, or use the same team as long as no character in the team has been declared regional champion.
- Maximum of 5 pilots are allowed as long as the same registered username is used.
- Registration is on a first come first serve basis.
- The tournament committee (GMs) may accept more than 8 teams during the pre-registration phase, however only the first 8 teams who submitted online will be given priority. This will on a case to case basis.
- Teams may be registered on-site by the team captain ONLY. All members or their pilots must be present when their teams are called to battle. Incomplete teams will still be able to compete but they will be handicapped.
B.Tournament Characters
- The Regional Blood Wars will be using pre-generated accounts for each match
- All accounts, characters, and items will be provided by GM’s.
- Only one class/job is allowed per team.
Example: 1 Templar and 1 Priest is allowed on the same team. However, 2 Templar’s or 2 Priests are not allowed. Same goes for other races and classes.
- At the start of the tournament, each team will be given accounts that they will use for the tournament. Each team member should choose one character class. The chosen class will then be used for the rest of the tournament and will not be subject to change.
- Character load outs will be posted below. Each class will have the same amount of items and weapons.
Pre-generated characters rules:
- The Regional Blood Wars will be using pre-generated accounts for each match
- Each character class will have a set amount of stat points for allocation. These should be done at during each team’s first match and will not be changed during the tournament
- Allocation will be FINAL. Players using the accounts will be solely responsible for their stat allocation.
- Skills will be set at level 5 only. Only the Skills that are only available for a specific job class will be available.
- All armors and weapons will have no modifiers (e.g. + to stats, % to critical etc.). They will have their base damage/defense and requirements only

Pre-generated Item Rules:
- Members of each team are NOT ALLOWED to trade any items contained in each account. Potions and other consumables could be traded with TEAM MEMBERS ONLY provided that the GM team allows it.
- Any team member of any team that has traded items to non-team members will be subject to punishment. Once proven, their personal accounts will be perma-banned along with the rest of his/her team mates. Their team will also be disqualified from the tournament and will not be allowed to join future Regional Blood War tournaments.
- Each team member will be given a set amount of potions. There will be no restocking of potions until the start of the semi-final round, after the revenge phase.
- Potions that are dropped by characters upon death are considered free for all and can be looted by anyone competing on a specific match.
- It is the team’s responsibility to manage their potions until such time that a restock is allowed by the GM’s
Battle Mechanics / Actual Match Rules
- The tournament will be held on the Akhma Server (or any other non-congested server depending on the situation)
- Captains of each team will draw lots to determine their match number and the team they’re going to compete with.
- Before the tournament, participants will be briefed by the GM team regarding the rules of the tournament
- Players are expected to follow the rules stated by the GM’s (see Player responsibilities)
- Teams will be given 5 minutes to set-up their characters and check hardware. GM’s will be strict on implementing this period of set up time.
- After set-up, teams will be summoned to the GM Land (or any GM specified battlegrounds)
- Each Team will be given a starting point/area before the fight.
- The GM will announce on when they may start casting buffs.
- The GM will start a countdown from 5. Match will start after the “GO!” signal
- Each match will last 10 minutes starting from the “GO” signal
- Scoring will be determined via the death points scoring system (See Tournament Rules and scoring Section)
Tournament Rules and scoring:
- Eliminations will be one round knockout
- The Revenge Phase (semi-finals) and Finals will be best of 3 race to 2 wins
- Each round will be 10 minutes long
- No player will be allowed to leave or respawn (in case of death) in the tournament area at anytime. Otherwise, that character will be removed from the match.
- A Team will score Death Points [DP] for every death, which may be reduced by a successful resurrection of a team mate. Scores will be computed as follows:
1 Death = 2 Death Points [DP]
1 Resurrection = -1 Death Points [DP]
- The team with the least amount of Death Points [DP] will win that round.
- Wipe out will be automatically count as 1 win [DP] will not be considered
- In the event that a player disconnects, the match will continue. Disconnected player/s must reconnect as soon as possible.
- A disconnected player will be given ONE MINUTE to reconnect to the game. IF the player fails to reconnect within that time, the character will be counted as dead and the team will gain 2 DP
- Only if there are 3 or more players have been disconnected will the match be stopped. The match will then be continued after the connection stabilizes with the remaining time and DP’s from the time the match was stopped.
- In case there is a tie of DP’s, a sudden death round will be played.
- During the sudden death round, the first team to land one kill to the the other team will be declared as the winner.
- After the elimination round, the tournament will enter the semi-final “Revenge Phase” of the tournament.
The Revenge Phase (semi finals):
- The Revenge phase will proceed directly after the elimination round, and during the semi-final round.
- This phase of the tournament gives the previously eliminated teams a chance to claim vengeance against the team that defeated them during the elimination round.
- Defeated teams will have to face each other in order to gain a “Vengeance Option”. This will also be one round knockout matches.
- Eliminated Teams could only claim vengeance with the team that defeated them.
- Teams who have already entered the semi-final round will have to be beaten twice before they could be ousted from their current spot in the tournament. This will be best of 3, race to 2 matches.
- If a team that claimed Vengeance managed to beat them twice, they will gain that team’s place in the tournament.
- Same rules and scoring system will be used during the Revenge phase.
- Teams that were beaten via Vengeance are considered out of the tournament.

Based on the image above, we will follow the paths of Team 2 and Team 6. Both teams were defeated during the elimination round by teams 1 and 5. During the Revenge Phase, Both Teams will have to face the losers of the 2nd (Team3 vs. Team 4) and 4th match (Team 7 vs. Team 8). After winning those matches, Teams 2 and 6 have both gained a Vengeance Option. Using this option, they will get a rematch against the teams that defeated them during the elimination round (Team 1 and Team 5) should they choose to do so. After defeating their opponents in best of 3 race to 2 matches, they would have ousted Teams 1 and 5 and are now back at the tournament. They will now face Team 3 and Team 7 during the semi-finals. Teams 1 and 5 are now out of the tournament as well as teams 4 and 8 since they lost again during the Revenge Phase.
Player Responsibilities
- Players must follow the rules interpretations and guidelines for play set forth by the Rohan Blood Wars Tournament Committee, the Tournament Director, the head judge, and other tournament officials.
- Players are expected to behave in a respectful and sporting manner at all times.
- Players who argue with or fail to follow the instructions of the Tournament Director, head judge or other tournament officials are subject to the appropriate penalties as dictated by the severity of the case.
- Level Up! And/or officials of the Rohan Blood Wars Tournament Committee shall reserve the right to suspend or ban a player or guild without prior notice for any reason deemed necessary.
- The decision of the Referees, Game Masters, and tournament officials ARE FINAL.
- Level Up! Has the right to change/delete portions/expound/clarify/interpret tournament rules depending on circumstances as they see fit for a fair and balanced tournament environment
Tournament Integrity Rules
- There will be ZERO TOLERANCE for any bug abuse or 3PP usage by any member of any team
- illegally acquired items will automatically be screened upon character copying. Any character that holds an illegally acquired item for any reason will cause the deletion of that item both on the <insert server> and of the main server.
- Further investigation will then be pursued on the characters holding said items.
- For these reasons, borrowing of items are allowed, but at your own risk. Ignorance is not an excuse. Make sure the items you hold are legitimate. No excuses will be entertained.
Integrity Rules:

V.TOURNAMENT MECHANICS – REGIONAL ELIMINATIONS
Pre-requisites:
- Teams will be using their own characters during the tournament proper
- Battles will be held online with GM’s officiating every match
- The characters will be ported to the Akhma server during each regional leg
- Teams who have existing characters in Akhma will no longer be ported
- Ported characters will be deleted at the end of every match.
Character Limitations:
- Characters belonging to a team should be at least level 50
- Members of a particular team should belong to the same guild
- Participating teams should have a maximum of 8 members
- Only one class/job is allowed per team.
Example: 1 Templar and 1 Priest are allowed on the same team. However, 2 Templar’s or 2 Priests are not allowed. Same goes for other races and classes.
- Guild Masters are allowed to join a particular team but they are not allowed to use Guild Skills
Item Limitations:
- Guild Stones are not allowed to be used as well as guild skills
- Teams are allowed to have 5 resurrection scrolls only for the WHOLE team. This item could be distributed to other members or to one member only according to the team’s discretion.
- Champion’s armor is not allowed. Teams with champion’s armor equipped should remove the said item and should not use it until the end of the tournament.
- Mounts are not allowed.
- Fashion and other accessories are allowed. Characters using these items are responsible for ensuring that the durations of the said item will last for the remainder of the tournament.
- Skill enhancement stones are allowed. Skills could be up to Level 7. Characters using these items are responsible for ensuring that the durations of the said item will last for the remainder of the tournament.
- Stat enhancing items are allowed. Characters using these items are responsible for ensuring that the durations of the said item will last for the remainder of the tournament.
- Potions used should be provided by the teams. GM’s will allow the restocking of normal potions such as Healing and Mana Potions. Potions that could not be bought in the sundries should be accumulated before the actual character porting.
- Participants are forbidden to forge and/or refine any item during the tournament. Any forge/refine procedures should be done before the actual character porting.
- Job change stones are not allowed. Character jobs/classes should be determined during the actual character porting. Job changing is not allowed during any part of the tournament.
- Skill and Stat reset stones are not allowed during the tournament. Point’s allocations should be done before the actual character porting. And is not allowed during the tournament.
Character Porting
- Check schedule for dates of line-up submission (previous line-up regional’s winners may be changed) and character copying.
- No exceptions will be given to those who do not have the proper equipment/characters before this deadline.
- Whatever the status of your character upon character copying shall remain and be used during the tourney. NO CLASS CHANGES ALLOWED.
- Only the character, and his personal inventory (”5bags”) including the money on his character will be copied. Any items in storage will not be copied.
- The same tournament rules and mechanics will apply. The Revenge phase will not be used and is not applicable for this part of the tournament.
- The Top Blood War Regionals Grand Champion will battle it out against the TSB Scoring Champion for the Rohan Blood Wars 2009 Champion Title.
