I. OVERVIEW
The RF Online City Under Siege (CUS) is one of the two arms of the Novus Elite Squad Tournament (NEST) 2009. Its aim is to seek out the finest soldiers in the Novus Sector, determined by their prowess on the battleground. It will encompass 8 regions all over the Philippines. Hands down, it is one of the toughest and most stringent tournaments in the country today. The CUS is a call to the strongest and battle-hardened RF players to take up arms and make a mark on Philippine Gaming History. The War is on!

The CUS Grand Champion will go to LU! LIVE 2009 to face the winner of the second arm of NEST 2009, the Wildcard representative.

II. Eligibility
  • Must be an RF Online Player and a member of a team, no guild restrictions.
  • Teams must be composed of members of the same race and server
  • A team must be composed of 10 members
    • Participating teams must come up with a unique team name to identify them.
    • Team members may be endorsed by a guild and adopt the guild’s name as their team name, but it is not a requirement.
  • Level Up! Employees and their relatives up to the 2nd degree of affinity and consanguinity are disqualified from joining any stage of RF NEST including the Grand Finals.

IV. TOURNAMENT MECHANICS - REGIONALS 

  1. HOW TO JOIN
  • Teams must send their line-up at vessago@levelupgames.ph. You may download the registration form here
  • Characters may join as many CUS Tournaments as they want, as long as their team has not been declared regional champion.
    • A character may only be part of one team per region
    • Characters who have joined and lost a regional tournament may participate in other regional tournaments (not including the region in which they have already lost)
    • Characters that choose to participate in other regional tournaments after losing may form a different team, or use the same team as long as no character in the team has been declared regional champion.
  • Maximum of 5 pilots are allowed as long as the same registered username is used.
  • Registration is on a first come first serve basis.
    • The tournament committee will accept more than 12 teams during the pre-registration phase, however only the first 12 teams who submitted online will be given priority.
    • There will be a 30 minute grace period from the published starting time of the tournament for the first 12 pre-registered teams to register on-site. Should a team fail to register within the grace period, their slot will be made available to other players on the waiting list (pre-registered teams not included in the first 12 will be given priority)
    • Teams may be registered on-site by the team captain ONLY. All members or their pilots must be present when their teams are called to battle. Incomplete teams will still be able to compete but they will be handicapped.
  • All teams must present Php100 LU top-up game load per member as a registration fee.
    • Teams that competed on site of the event day will automatically receive a set of 10 Lucky Gem Set per member.
  1. PRE-GENERATED CHARACTERS
  • Pre-generated characters will be used during the CUS regionals.
  • The load outs are as follows:
      • CHARACTER STAT
        • Capped to level 55
        • Base class’ PT set to GM
        • Force reavers set to GM
        • Skills (according to base class) set to GM
      • RACE SPECIALTY LIMITATION
        • Bellato – Armored Rider
          • 5 MAUs regardless of type (can be 5 RMAU, 5OMAU or combination)
        • Cora – Summoner
          • 5 Summons Normal Animus are allowed
          • 2 Sealed Animus are allowed
        • Accretia – Annihilator
          • 5 Annihalator (can use any SK, including RSK)
      • CLASS LIMITATION
        • All classes are limited only to 5 according to base class
          • Exception is Bellato’s Soul Chandra, of which only 3 may be fielded per team.
          • Bellato’s other Mage Classes namely Archmage and Chronomancer class may be used in combination with the 3 Soul Chandras (example 3 Soul Chandras, 1 Archmage and 1 Chronomancer will be allowed)
        • No cross-class during the regionals (pregenerated characters). Cross-classed characters are allowed during the Semi-Finals.
        • Only 2 Resu Characters are allowed per team.
      • EQUIPMENTS
        • ARMORS
          • All armors will be based on the base class
          • Upgrades will be up to +4. But the following will be provided:
            • NORMAL - +6 grace  +6 darkness for gloves and +6 mercy for shoes
            • INTENSE - +5 grace +5 darkness for gloves and +5 mercy for shoes
          • All armors are intense
        • WEAPONS
          • All weapons will be based on the base class
          • Upgrades will be up to +5 Intense Weapon Only
          • Type C Weapons will not be allowed in PRE-GEN (Regionals)
          • Staff weapons will be provided for Bellato and Cora
        • ACCESSORIES
          • All perfect elementals accessories will be provided
          • Noob Rings (HP Rings, HP Modifiers) Will not be allowed in the whole Tournament (CUS Regionals, Semi Finals and Finals)
      • ITEMS
        • Cure chargers for Accretia Only ( 5 Seconds )
        • No porting items
        • HP (3k) / FP / SP potions
        • Intense Epochal guard towers for Specialists
        • All kinds traps for Saboteur (Bellato), Infiltrator (Accretia), Hunter (Cora)
        • Quest Offense and Defense Chargers will be provided (No premium items allowed)
        • No Premium Items will be allowed in the Regional Phase of CUS IV.
  1. BATTLE MECHANICS
  • The tournament will be held inside the Event Server
  • Captains of each team will draw lots to determine their match number and the team they’re going to compete with.
  • If the match is between members of the same race, Chaos potions will be used.
  • Teams will be given 5 minutes to set-up their characters and check hardware.
  • After set-up, teams will be summoned to the GM Land.
  • Each Team will be given a starting point/area before the fight.
  • The GM will announce on when they may start casting buffs.
  • The GM will start a countdown from 5. Match will start after he says “GO!”
  1. ADDITIONAL TOURNAMENT RULES
  • No player will be allowed to leave or respawn (in case of death) in the tournament area at anytime. Otherwise, that character will be removed from the match.
  • Recalling (Bellato) a live character during the match can only be done once every round.
  • A Team will score Death Points [DP] for every death, which may be reduced by a successful resurrection of a team mate. Scores will be computed as follows:
    • 1 Death = 2 Death Points [DP]
    • 1 Resurrection = -1 Death Points [DP]

For Example, a character dies, the team gets 1 death point, if that character is revived, then the team’s death points will be reduced to 0.5. This rule rewards the skills resurrection characters must possess in order to successfully revive team members while staying alive.

  • The team with the least amount of Death Points [DP] will win that round.
  • Wipe out will be automatically count as 1 win [DP will not be considered]
  • The match will be a race to 2 best of 3.
  • In the event that a player disconnects, the match will continue. Disconnected player/s must reconnect as soon as possible.
  • Last 3 remaining teams will do a round robin to determine the championship round.
  • Championship round will be race to 2 best of 3.
  • Changes in the tournament rules will be announced before a match starts on the actual event.

V. TOURNAMENT MECHANICS – REGIONALS ELIMINATIONS
Once the TOP 4 Teams are determined, the following rules apply:

Pre-requisite

  • Each team will be composed of 10 members.
  • Racial Line-Up Restrictions:

EQUIPMENT

  • Only 1 member will be allowed to equip a +7 weapon, subject to the tournament integrity rule.
  • The rest of the members may have up to +6 weapons, subject to the tournament integrity rule.
  • No restrictions on elemental accessories.
  • No HP/FP modifying accessories will be allowed including Beginner’s rings and amulets.
  • Legacy blades will not be copied. Alternative wind weapons will be provided.
  • Maximum of 2 Resu Characters per team

RACE SPECIALTY

  • All teams may only have a maximum of 5 characters using their racial specialty
  • Cross-class characters (where their final class is a racial class) are included in this limitation.
  • Accretia
    • Only 5 Annihilators will be allowed.
  • Bellato
    • Only 5 MAUs may be deployed at one time.
    • Only 3 Soul Chandra per team will be allowed.
  • Cora
    • Only 5 Animi may be summoned not including Sealed Animi.
    • Only 2 sealed Animi will be allowed.
    • ITEMS
      • All item mall items (except teleport scrolls) are allowed
      • No-delay potions are not allowed.
      • Chaos potion is required for same race match. Purchase enough to last the whole match.
    • CHARACTER
      • Cross Classed characters are allowed but if character is cross-classed to use their racial specialty, they are subject to the racial specialty cap. (e.g. With 2 corite ranger-summoners on the team, only 3 summoners can be fielded, total of 5 characters with the Summon racial specialty)
      • Character level will be capped at 55.

Character Copying

  • Check schedule for dates of line-up submission (previous line-up regionals winners may be changed) and character copying.
  • No exceptions will be given to those who do not have the proper equipment/characters before this deadline.
  • Whatever the status of your character upon character copying shall remain and be used during the tourney. NO CLASS REDEFINITION ALLOWED.
  • Only the character, and his personal inventory ("5bags") including the money on his character will be copied. Any items in storage will not be copied.
  • The same tournament rules and mechanics will apply.
  • The Top CUS Grand Champion will battle it out against the Wildcard Tournament Champion for the NEST 2009 Champion Title.

  • The tournament will be held in Event Server

Player Responsibilities

  • Players must follow the rules interpretations and guidelines for play set forth by the NEST Tournament Committee, the Tournament Director, the head judge, and other tournament officials.
  • Players are expected to behave in a respectful and sporting manner at all times.
  • Players who argue with or fail to follow the instructions of the Tournament Director, head judge or other tournament officials are subject to the appropriate penalties as dictated by the severity of the case.
  • Level Up! and/or officials of the NEST Tournament Committee shall reserve the right to suspend or ban a player or guild without prior notice for any reason deemed necessary.
  • The decision of the Referees, Game Masters, and tournament officials ARE FINAL.
  • Level Up! has the right to change/delete portions/expound/clarify/interpret tournament rules depending on circumstances as they see fit for a fair and balanced tournament environment

Tournament Integrity Rules

  • There will be ZERO TOLERANCE for any bug abuse or 3PP usage by any member of any team
  • Illegally acquired items will automatically be screened upon character copying to the Event Server. Any character that holds an illegally acquired item for any reason will cause the deletion of that item both on the event server and of the main server.
    • Further investigation will then be pursued on the characters holding said items.
  • For these reasons, borrowing of items are allowed, but at your own risk. Ignorance is not an excuse. Make sure the items you hold are legitimate. No excuses will be entertained.

Addendum for CUS IV Tournament Rule
Any team who is already crowned as a Regional champion together with the people who are controlling the characters in the registered account (aka “pilots”) can no longer participate in the other Regional legs.
