LIMITATIONS
• Non-combat pets are not allowed.
• All Class must be represented with a job class maximum of 2.
• Macro is not allowed.
o Once the referee declare time's up. Participants must stop all activity within 5 seconds.
o Those who have locked on their target must disengage within 3 seconds.
• There are no item, level and skill restrictions.

Exemptions:
o No gold will be copied
o Only 2 Bronze Amulets are allowed during the Finals Phase.

MECHANICS
• FINALS
o Location: LU Live! 2008 – World Trade Center
o Qualified Clans/Teams must accomplish the tournament forms and submit it on or before September 26.
o Tournament will be hosted on the TEST server.
o All matches are team vs. team (10 vs. 10) PVP match.
o Participants will be given 30 minutes to check their assigned terminals.
o 5 minute Character Set-up.

o Match Type: Best of 5-match series. First to win 3 matches wins the tournament and will be declared Phoenix Council Warlord – LU Live 2008! PW National Champion.

o Match Duration: 5 minutes
o 2 Minutes Re-supply breaks are implemented between matches.

POINT SYSTEM
• If a team eliminates all members of the opposing team (called a clean sweep), the team gains one point.
• If the 5 minutes match time ends without either team's complete elimination, the team with the HIGHER number of surviving members will gain one point.
• If the match time ends and both teams have the same number of surviving members, both teams will gain one point.
• If a tie will result in both teams earning a total of 3 points, both teams will instead enter a Sudden Death match.
o A Sudden Death match is a normal match in all respects except that all Yu Ling characters will be removed from the match. The scoring system is the same, even if this will result in one team starting play with fewer members than the opposing team. The match duration is 5 minutes.
o The winner of the Sudden Death match will earn one point (Which will result in winning the tournament).

CHARACTER PORTING
o Characters will be banned for 2 days from October 1-2 for the porting from their regular servers to the TEST Server.
o Participants must remove fashion items before their characters are scheduled to be banned for the initial porting stage. Participants who fail to comply will have a character that may or may not be accessible because of the difficulties that will arise if he did not remove his fashion items. The team has the option of fighting without the disqualified team mate or admit defeat and be removed from the tournament.
o No exception will be given to those who do not have the proper equipment/characters before this deadline.
o Character stats, skills, chi points, level, items (Item mall bought, mounts, armors, weapons, consumables, quest items, etc.) storage and Yuan will be copied. Gold is the only exemption.
o Whatever the status of your character upon character shall stay and be used for the tourney.
o Tournament Accounts will be issued during the briefing.
o Non-level 100 characters will be boosted to level 100. (TEST server ONLY)
o Non-Rank 8 characters will be given fame to become Rank 8.(TEST server ONLY)
o However, Rank 8 equips for those who were boosted are not allowed to be upgraded. Choose whether to use your original equips or the un-upgraded Rank 8 equips.

ADDITIONAL TOURNAMENT RULES
• In case of disconnection due to external force (includes network & hardware problems), the match will be stopped and then restarted. Only marshals have the authority to stop a tournament. Match halt will be announced by the tournament announcer upon instructions from the head marshal. Once the words Hands off the Keyboard are spoken, the match is considered paused or stopped.
• RULES ON MATCH HALT. Matches will be stopped only on the following counts
Error handler message, sprite errors, a Windows Error Message, Disconnected from Server message, Terminal Crash or Freezing, or BSOD (Blue Screen of Death)
• Any event that transpires (including Character kills and fouls) before a match is paused is considered legal. While the match is paused, the marshals may at their discretion, reverse the results of any actions taken while the match is paused. (For example, if a player was killed by a lingering area of effect spell that went off after the match was paused; the marshals may re-summon the killed player.). It is ultimately up to the head judge to decide which actions taken during a match pause may be reversed.
• Tournament Officials' DECISIONS ARE FINAL
• Conceding a match will not be accepted under any grounds. Both teams must participate and complete their match.

• FOULS:
o Zoning Foul - This is defined as moving your character to an unauthorized area or refusing to follow move orders issued by the tournament Marshals.
o Skill Foul - this is defined as using skills in the tournament area before permission is given by the head marshal.
o Striking Foul - this is defined as striking any of the GMs in game.
o Technical Foul - this is defined as engaging in any behavior that is unsportsmanlike and includes excessive profanity or violence against property or individuals including the marshals.
o Decorum Violations - Miscellaneous violations that include:
o Abandoning the player's assigned terminal.
o Using a cell phone in the tournament area. (Includes cell phones ringing or vibrating as a result of incoming calls or text messages)

• Fouls will be counted as a participant violation that can be accumulated and will result in his disqualification from tournament. Maximum foul count: 3. Participants who commit 3 fouls will immediately be removed from the tournament arena. His team has to fight without the offending team member.
• No player owned peripherals may be brought into the tournament area. Players must use the existing computer equipment in the standard default settings to play in the tournament. If there is an error or a peripheral is not working (mouse, keyboard, monitor, etc), please inform any GM or Marshal.
• Players CANNOT change Perfect World game settings, resolution, sound, etc.
• Level Up employees up to the 2nd degree of affinity and consanguinity are disqualified from joining the Regional Opens, Inter-Server Eliminations, Inter-server Finals and National Finals of RPC 2006.
• Trash-talking is allowed to an extent. Please avoid cussing and profanity during all stages of the tournament
• Players are advised to follow all rules and regulations of the World Trade Center during the tournament
• If the contestants are not in the area within 5 minutes of the call time, the whole team will be disqualified and their opponent will be declared as the winner. In case of an emergency, a representative from the team should contact a PW Marshal. The Marshal should inform the PW Tournament Committee as soon as possible regarding the situation.
• Call time is 15 minutes before the team's scheduled match. Any player is free to leave the waiting area anytime but it would be the team's responsibility to attend the tournament activities which are listed in the schedule. Not being at the venue at the right schedule is grounds for disqualification
• As players enter the setting/tourney area, they should sit in front of a workstation assigned to them and wait further instructions. They are allowed to chat in-game but must strictly follow the rules.
• M2s will carry two flags to signal violation of teams. White flag is warning and Black flag is a foul. 1 st offense merits a white flag while a 2nd offense merits the black flag.
• There will be a Lead M2 at the head of each bank of teams carrying a green and red flag. The Lead M2 will signal the Lead M1 marshal with the green flag when the team is ready, or red flag in the case of hardware problems.
• 20. In case there is a clarification of rules, final call would be on the PW Head Tournament judge and/or the Tournament Director. All decisions ARE FINAL.

PLAYER RESPONSIBILITIES
1. Players must follow the rules interpretations and guidelines for play set forth by the Phoenix War Council Tournament Committee, the Tournament Director, the head judge, and other tournament officials.
2. Players are expected to behave in a respectful and sporting manner at all times.
3. Players who argue with or fail to follow the instructions of the Tournament Director, head judge or other tournament officials are subject to the appropriate penalties as the case may be.
4. Level Up and/or officials of the Phoenix Quest Tournament Committee reserve the right to suspend or ban a player or guild without prior notice for any reason deemed necessary.
5. The decision of the Referees, Game Masters, and tournament officials ARE FINAL.
6. Level Up has the right to change/delete portions/expound/clarify/interpret tournament rules depending on circumstances as they see fit for a fair and balanced competition environment
